Procurement that leaves an audit trail, not a paper trail.

Morocco's Decree 2-22-431 governs how public bodies buy, and Order 1689-23 gazettes the exact templates each document must follow. Soumize produces those templates, tracks the deadlines the decree sets, and records every action in a log nobody can alter, including us.

Moroccan public buyers on record

At a glance

Everything the workspace covers

Khaldoun, the legal assistant

For the law, the assistant draws only on the loaded corpus: Decree 2-22-431 and its gazetted templates for award, and the works and design CCAGs, the payment-terms decree and the price-revision order for performance; the body of Moroccan procurement law. Every statement carries the article it comes from, and the provisions consulted stay open for inspection beneath the answer. Outside those texts it declines rather than fills the gap: a tax question gets a refusal, not an approximation. Repealed texts are excluded. For the market, it queries the notices published on the public procurement portal, which Soumize collects every day: volumes, estimates, bid bonds, buyers and award results, stating how many notices each figure rests on; and it computes late-payment interest at the verified quarterly rates. A question may carry the contract at hand, a PDF or an image; attachments are not retained, conversations are, in the officer's workspace.

Documents

Produced to the gazetted template, not to a house style

Each document cites the article it rests on. Where the Official Bulletin gazettes a template, the document reproduces it; where none exists, it follows the wording of the decree and says so: the distinction is recorded in the system, not just in the copy.

Call for tenders notice

art. 23gazetted template 13-1

The twelve particulars the notice must state, from subject matter to the national portal. Whether the tender is open to foreign bidders, and the breakdown into lots, can no longer be left out: both are frequent grounds for restarting a procedure.

Consultation rules

art. 21no gazetted template

How bids must be presented and how they will be judged: the document rejected bidders challenge first.

Purchase notice for purchase orders

art. 91gazetted template 13-10

Purchase orders are Morocco's simplified route below 500,000 dirhams including tax, counted per budget year and per authorising officer. The schedule of services fills itself from the cost estimate already on file; the buyer's own unit prices never appear, since the notice invites quotations.

Notice of quotation results

art. 91-9no gazetted template

Subject, number of bidders, awardee and amount; displayed for three days and published on the national portal. A single quotation received triggers a reminder: the decree then requires a written certificate justifying that competition was impossible.

Minutes of the tender session

art. 46gazetted template 17-1

The gazetted template is narrative, following the order the session actually unfolds. Under Moroccan law these minutes are neither published nor disclosed to bidders: the deliberations stay internal.

Extract of the minutes

art. 46gazetted template 17-8

The published counterpart. It names the excluded bidders and withholds the grounds: a distinction the gazetted template draws deliberately, and one that is easy to get wrong when drafting by hand.

Contract presentation report

art. 156gazetted template 19

The nine particulars the decree requires, plus the indicators the template separates from the objectives. It is the document a controller or a lender's reviewer opens first.

Statutory deadlines

The clocks the decree starts

Moroccan procurement law fixes several short, hard deadlines: some counted in hours. They are the deadlines most often missed, and the easiest for an auditor to test after the fact.

  1. 24 hoursto publish the extract once the commission has closed its workart. 461
  2. 48 hoursminimum publication of a purchase-order noticeart. 91-42
  3. 3 daysdisplay of the notice of quotation resultsart. 91-93
  4. 15 daysminimum display of that extract on your premisesart. 464
  5. 60 daysbetween the opening of bids and notification of approvalart. 1435
  6. First quarterto publish the three-year forecast programmeart. 176

Audit and oversight

An evidence trail that survives the people who made it

Every action on a contract is logged: the author, their role, and the state before and after. The log is append-only; it cannot be edited or deleted, by the institution or by us. For the Court of Auditors, the General Inspectorate of Finance, or a lender's post-review, that record is the evidence.

Separation and data

The buyer workspace is walled off from the bidding companies' side of the platform: no bidder data crosses into it, and none of the institution's data crosses out. Cost estimates, deliberations and grounds for exclusion never leave the entity that owns them.

Public procurement observatory

21,929 tender consultations collected from Morocco's official portal, 3,801 of them still open, and 5,190 buying entities whose naming variants have been reconciled into a single identity. It is the reference set behind benchmarking, market analysis and supplier due diligence.

Stated plainly

What Soumize does not do

If you are assessing this tool for a financed programme or a procurement review, these are the boundaries you would otherwise have to find yourself.

It certifies no compliance

Every document carries the same notice, which no template and no user can remove: an aid to compliance, not legal advice, pending legal review. Nothing produced here is an attestation of conformity with Moroccan law.

It does not say whether a service qualifies for purchase orders

Article 91 of the decree defers to a separate annex (Annex 4) for the list of services that may be bought this way. That annex is not in our legal corpus. The tool says so on every such notice, rather than letting you assume it checked.

It cannot witness a notice posted on your premises

Nothing records the day a notice went up on the wall. The deadline is flagged; it is never declared met on your behalf.

It replaces neither the controller nor the lawyer

It produces a document matching the template gazetted in the Official Bulletin, which removes any argument about its form. It does not judge the substance: not the relevance of an award criterion, nor the soundness of a ground for exclusion.

Adoption

What it asks of the institution

  1. 1

    Registering the institution

One officer creates the account with a work address. The entity is recognised from the public-buyer register; its type and letterhead are confirmed once, by the institution itself.

  2. 2

    No data migration

Nothing to import from your existing systems. A contract opens with its reference and subject; the rest fills in as the procedure runs.

  3. 3

    Authorisations stay yours

You decide who prepares, who signs and who reads. Internal control and external audit can see without editing, and every action stays in the log.
